In this essay John Gaventa reviews the emergence of new forms of participatory governance in other countries, points to some innovative strategies and legal frameworks for strengthening citizen engagement, and suggests some lessons that can perhaps be applied to the growing field of deliberative and participatory governance in the United States, as well as other countries.
