Central Government in India collaborates with civil society to strengthen local governments

LogoLink coordinator in South Asia, PRIA, as technical advisor to the Government of India and on its request, is facilitating the participatory process of mapping all the functions that should be devolved to local governments in the spirit of the Seventy-third Constitutional Amendment.

This process, which PRIA is facilitating in 12 Indian states, is called Activity Mapping and it involves intensive interfaces with elected representatives of local governments, senior bureaucrats from federal governments, media and citizens and sometime politicians. The basic principle underlying the Activity Mapping is 'Principle of Subsidiarity'. The Government of India is signing memorandum of understanding with state governments to devolve Funds, Functions and Functionaries to local governments as per Activity Mapping in the state.

It is assumed that once this process is complete, local governments in India will become genuinely capable of leading economic development and social justice.
