Two representatives from LogoLink East Africa
Reference Group, Mr Otto from the DENIVA network and Ms Obbo from the
FOWODE network, participated in a study tour to India from 10 to 23 February
2003.
The study tour included participation in PRIA's
workshop 'Citizenship and Governance - Issues of Identities, Voice and
Inclusion' and in field visits to civil society organisations, local governance
agencies, research institutions, resource centres and networks in Uttar
Pradesh, Haryana State and New Delhi. During the study tour, Ugandan participants
were exposed to some of the work on participatory local governance in
South Asia and were able to share their own experiences in Uganda.
In Ms Obbo's words: 'The trip to India was fruitful
and the knowledge and experiences gained will be useful to me as a member
of FOWODE and as an individual interested in the development of my country.'
Issues raised by the exchange include the need
for networks to concentrate on activities related to capacity building
of member organisations and information sharing, and the question of how
to create coalitions for government lobbying. It also highlighted the
need for more research into issues relating to gender and marginalised
communities that hinder inclusive participation at the local governance
level.
